N1 - Funding Information: already received research funds from and served as advisors to the Carnegie Institution. Hale found the Carnegie Corporation of New another inviting source of funds. Its president in 1920 was J. R. Angell, who had been National Research Council chairman in 1919 and who was closely tied to Hale's plans. The Corporation trustees included Merriam, Carty and Hale's friend and advisor Root. Access to consideration for funds from the Rockefeller foundation was assured by the important posi tions in it held by Flexner and by Vernon Kellogg, the permanent secretary of the National Research Council. Cattell's observation went to the heart of the matter: "Whether the Research Council belongs to the National Academy, or the National Academy belongs to the Re search Council, or both are satellites of Pasadena is problem a of three bodies that is difficult of solution. The Carnegie Corporation, the Rockefeller Foundation and the National Research Council are another problem of three bodies."60 More important for Caltech's immediate future was Hale's entree through the board of trustees of Throop to the wealthiest circles in and around Los Angeles. The appeals that Hale and Millikan would make in the 1920's were based upon their belief in the destiny and future glory of Southern California. Hale revealed the main outlines of this appeal as early as 1912 in a letter to his friend and trustee Charles F. Holder:
