Abstract
Tree planting programmes are most effective when local people are involved in their planning and implementation, and consequently international NGOs which emphasize grassroots participation have been highly successful. Discusses how such NGO projects could be even more effective and how reforestation could be given greater priority in developing countries. -S.J.Hill
